If the full bleed thing sounds scary, set all your margins to 0.25" - that will keep you in the safe zone. To use the full bleed area set all the margins to 0 (you may get an error that this is out of the print range - just acknowledge it). In word or excel (or similar software) set your page size as 3.25" by 5.25". If you want to create a design you can certainly do it with software you already have.
